Measure around the widest point of your hips and buttocks.
Start at inner shoulder, come down the front of the torso and go between the legs. Continue up the back to the start of the tape on the shoulder.

It's a bit strange to have smiley faces covering one's (literal) "swimsuit area," and it's probably stranger still if the smiley faces are warped. But still, these briefs are comfortable and the material is good quality, and the discounted end-of-season price was great.
