Measure around the widest point of your hips and buttocks.
Start at inner shoulder, come down the front of the torso and go between the legs. Continue up the back to the start of the tape on the shoulder.

Actually we have been using the sporti fins for years for our young swimmers. The best thing about them is if they wear the correct size they are super comfortable. I think these shorter versions work just a little better.
