    As the National Governing Body for the sport of Swimming, USA Swimming is responsible for setting the rules and regulations governing competitive swimming. The USA Swimming 2021 Rulebook is the official publication of USA Swimming. Changes to the rulebook are made on a yearly basis following the U.S. Aquatic Sports Convention. These changes include any new legislation, revisions, and updates as voted on by the House of Delegates.


    • Reflective of all the latest changes to USA Swimming Rules and Regulations.
    • Any proposed changes to USA Swimming Rules and Regulations should be submitted to both the Chair and Secretary of the USA Swimming Rules & Regulations Committee in accordance with Article 511.
    • Questions regarding USA Swimming Rules and Regulations, or any of the interpretations, may be directed to the Chair of the USA Swimming Rules & Regulations Committee, Clark Hammond.

    MAJOR LEGISLATION AND RULE CHANGES FOR 2021 (currently effective except as otherwise noted)

    1. Glossary definitions for “Intra-Squad Meet,” “Official Time” and “Virtual Meet” have been added. (Glossary)
    2. Requirements for Virtual Meets have been added. (Article 102.1.6)
    3. The sanctioning and approval process for Open Water meets was clarified. (Article 202.4 and 202.6
    4. All members of USA Swimming must comply with all anti-doping rules consistent with USOPC requirements. (Article 303.3)
    5. All USA Swimming member clubs are required to adopt a photography policy to enhance existing Minor Athlete Abuse Prevention Policies. (Article 305.3)
    6. The Zone governing documents have been renamed. (Article 605.2.1 and 605.2.2)
    7. Wetsuit requirements have been changed for Open Water competition. (Article 701.1.2 and 701.4.5)
    8. Required officials for Open Water events were clarified. (Article 701.10)
    9. Zone Open Water Championship events and eligibility are further defined. (Article 704.1 and 704.2)
    10. The Required LSC Bylaws template was amended to permit virtual meetings of an LSC HOD should physical gatherings be prohibited by law or regulation. (Required LSC Bylaws Template Article 4.8)
