Measure around the smallest part of the waist.
Measure around the widest point of your hips and buttocks.
Start at inner shoulder, come down the front of the torso and go between the legs. Continue up the back to the start of the tape on the shoulder.

We sized up based on reivews. My thin son wears 26 perfectly but we sized up to 28. While the 28 fits a little bigger, I feel the 26 would have been too small. He said they are comfortable and work well for swim training.
