Measure around the smallest part of the waist.
Measure around the widest point of your hips and buttocks.
Start at inner shoulder, come down the front of the torso and go between the legs. Continue up the back to the start of the tape on the shoulder.

I was satisfied with my purchase. I am 5'3" 130 with a somewhat athletic build. I ordered a 34 and was leery that it would be loose in chest, but it fit very well there. It doesn't give me totally full coverage in the butt, however this would be my only, minor, complaint.
