Compression swimwear is made to fit tighter.  It should be snug but not to where you feel you can't breathe.

I wear a 30 size suit, and it’s snug like I like it. But I would say an older boy could wear a size 28. Maybe middle school age. These are great suits that last and compare Very well to the more expensive brands.

Hi Linda! I suggest you get him a size 28. They are very stretchy so he won’t have issues getting them on and it’s better they be a tight than loose.

The size pairs with your exact waist measurement. I would double check your actual waist measurement to see what the size is. I would guess you are a 34 waist based on your current shorts, and in that case, I would say get a size 34 if you want a tight compressed fit for comp swimming. If you wish for a slightly more comfortable looser fit, get a 36 for recreational swimming.

The Speedo Endurance is 50% PBT / 50% Polyester. whereas the Sporti Compression Jammer is 80% Nylon / 20% Black Lycra® Xtra Life. They are both good material but PBT/Poly blends usually are thicker and can hold up longer in chlorinated water, but are typically not as soft and comfortable.

Go by waist size and then consider sizing down. Our high school team had most boys wearing 30s. They should be tight, and make sure they tie the waist. ;)
