Measure around the widest point of your hips and buttocks.
Start at inner shoulder, come down the front of the torso and go between the legs. Continue up the back to the start of the tape on the shoulder.

I'm 5'3", 140#, bra 32C. Got a size 30 in this suit. Fits great. It's cheeky, but the torso fits perfectly. In the water it was an ideal fit. The straps are pretty stretchy so the top slides down about an inch while swimming. I think if I would've gotten the 32 I would have to worry about my chest slipping out. The fabric quality was much better than I expected. Not see through, really nice material. Overall very happy with this suit, probably my favorite one from here so far.
