I ordered a size S/M which is for kids between the ages of 5-7 and shoe size 12-4. My daughter wears a size 13 in shoes. When the fins arrived, they were WAY too small. Also, they look like they should be worn for fun by younger kids - doesn't look to be made to make your swimmer go faster.
