sizing WAY off

Size: Feels too small
I was so excited when I found this suit, such a cute print.  I ordered a size 4 for my 3 year old.  The bottoms look like they'd fit just right.  The top looked no bigger than the size for an 18 month old girl.  That top, a 4T, wouldn't fit any 2 year old I know.  Now I have to deal with the hassel of a return.
